Evaluation Request for Proposals 2025: WFM’s Levers for Systems Change
The Women’s Foundation of Minnesota (WFM) requests proposals for an evaluation of our levers for systems change. We seek to understand:
1) When is WFM activating our levers in service of social change versus systems change?
2) How could WFM better activate the combination of our levers to change systems to advance justice?

We are creating an evaluation advisory committee so that staff, Board members, and other systems change community leaders can guide and ground the evaluation and learn alongside us. We seek an evaluation that helps us build our capacity in systems change and learn about and improve our strategies. In addition to meeting with the advisory committee, we expect the evaluator will facilitate staff learning around relevant strategy tools for systems change interventions that strategically activate multiple levers.
Any organization based in the United States may respond to this RFP. Qualified evaluators must be able to meet in person in Minneapolis for some meetings, and have experience with: assessing organizational strategy, including how organizations use multiple levers for change; evaluating systems change and social change initiatives that advance equity and justice; building capacity in systems thinking and using systems change strategy tools; and leading participatory evaluations.
This RFP supports an evaluation lasting up to nine months, starting in February 2026 and ending no later than November 1, 2026, with a budget of up to $100,000 total.
